Notice of Race - Bando di Regata

1)Formula:

1.1 Match Race Tournament by Syndicate  ( teams)

2) Official Boat :

2.1 ACC Nadeo Standard Model

3) Syndicates :

3.1 Syndicates will count minimum member number of 3 and maximum number of 4 skippers.
3.2 Syndicate Skipppers can be member of different Clubs.
3.3 Each Club can subscribe more than one syndicate.
3.4 Skypper that subscribe one Syndicate cannot subscribe more. By multiple subscriptions the skipper must choose one of them.
3.5 Skippers of the syndicate are obliged to race a minimum and maximum number of races. These values will be fixed by the Race Instructions, after closing the subscription time, before the Tournament start.
3.6 All the members of the Syndicate that will not take place to the race can be spectator of all the races.
3.7 All the members of the Syndicate can be replaced, banned or added any time, by respecting the limits of the number of maximum and minimum number. Skippers aren't allowed to swap from a syndicate to a different one during the tournament.
3.8 In case that a skipper-replacement, the upcoming skipper will start with the number of races made by the replaced skipper.
3.9 In case of newly upcoming skipper, this will start with total race number =0.

4) Calendar :

4.1 Tournament begin on March 2008 the 31th.
4.2 Tournament consist of 2 phases:
Eliminatory phase (round robin)will take about 5-8 weeks depending of the number of syndicate subscribing .In this phase all the syndicates will match each other one time at least.
Each match is named Volo ( Flight) Each Flight will tale one week starting at … and terminating at….Offical day will be………….
4.3 If the number of subscribing Syndicates will exceed the 8, thus will be divide in two or more groups, and each group will race separately.

5) Ranking

5.1 Equality in Classification at the end of the eliminatory phase.
Before the start of the Tournament, a Big Fleet race will preorder the classification. This classification will be managed by the rules of VSK5. Each Skipper will get no more than 0,49 points. But only the first two Skipper by each Syndicate will contribute to the ranking of the final classification. These points will be added to the final points got by match racing tournament.
5.2 No Protest will be accepted in this opening race.
5.3 Asking to the skipper to cancel possibile penalties is accepted. It’s up to the skippers evaluation accepting or refusing to cancel the penalty. Refusing the cancellation cannot be considered a unfair uncorrectness.
5.4 During the first Phase, in case of further equality, decision by the final acceding will be established by the direct matching between the two syndicates. In case of more parity the rules foresees a tie break match race.

6) Final Phase:

6.1 The final Phase is as usual an eliminatory phase. and will take about 3 weeks.
6.2 The first 4 Teams ( or the first 2 of each group) will accede the final phase and will race at the best of 7 races.

7) SUbscriptions:

7.1 Subscriptions must be addressed to mailbox = organization_hc08@vskitalia.com , within 11,59 pm of Monday March 24th. Or the subscription can be posted to the Forum of www.vskitalia.com , at the section " Forum Eventi - Events Forum > Horus Cup 2008 > Iscrizioni - Registrations".
7.2 Following items must be specified:
* Syndicate Name
* Subscribing Skippers names
* Name and mail of the Captain.Email of the captain will be considered the official mail for communications with the syndicate.
7.3 The captain of the syndicate is entitled to transmit the protests to the race comitee following the rules of the Race Instructions.
7.4 In case of a skipper become responsible of some uncorrect actions, the comitee of organisation can invite the responsible of the team to suspend or disqualify the guilty skipper.

8) Rules :

8.1 ISAF rules will be applied ( Race rulement 2005-2008 ) moreover the appendix C ( Match Race rules )Modified and upgraded for using with VSK5 and will be on disposal of the subscribers befor the begin of the tournament.

1.1 Torneo di match race a sindacati

2.1 modello standard Nadeo Acc

3) Sindacati:

3.1 I Sindacati saranno composti da un minimo di 3 ed un massimo di 4 skippers.
3.2 Non è necessario che gli skipper iscritti nel sindacato appartengano allo stesso club.
3.3 Un club può iscrivere anche più di un sindacato.
3.4 Ogni singolo skipper dovrà risultare iscritto con un solo sindacato.Uno skipper che risultasse iscritto a due sindacati dovrà necessariamente scegliere solo uno.
3.5 Ogni skipper dovrà effettuare un numero di regate non inferiore ad un valore minimo e non superiore ad un valore massimo.Tali valori saranno comunicati nelle istruzioni di regata, ad iscrizioni chiuse, prima dell'inizio del torneo.
3.6 I componenti di un sindacato che non partecipano direttamente alla regata potranno assistere alla regata in svolgimento, come spettatori.
3.7 I membri di un sindacato possono essere sostituiti, esclusi o aggiunti in qualsiasi momento a patto che si rispettino i limiti di numero imposti.Uno skipper non può cambiare sindacato per tutta la durata del torneo.
3.8 Nel caso in cui uno skipper venga sostituito, lo skipper che lo sostituisce partirà con un numero di regate svolte ugualeal numero di regate dello skipper sostituito.
3.9 Nel caso  in cui uno skipper venga aggiunto ad un sindacato egli partirà con un numero di regate svolte pari a zero.

4) Calendario :

4.1 Inizio dell'evento = lunedì 31 marzo 2008.
4.2 Il torneo si articolerà in due fasi:
La prima fase eliminatoria (round robin)avrà una durata di circa 5-8 settimane a seconda del numero di  sindacati iscritti. In questa fase i sindacati si scontreranno almeno una volta tra loro.
L'incontro tra un sindacato e l'altro è denominato volo. Ciascun volo avrà la durata di una settimana da ... a... con giorno ufficiale di regata il ......
4.3 Se il numerò dei sidnacati dovesse essere superiore ad otto, verranno suddivisi in due gruppi, ciascuno dei quali disputerà la propria fase eliminatoria separatamente dall'altro.

5) Classifica

5.1 Parità in classifica alla fine della prima fase.
Per determinare l'accesso alla fase finale in caso di parità in classifica tra due o più squadre, si terrà all'inizio del torneo una regata di flotta  (big fleet o veleggiata d’apertura manifestazione) governata esclusivamente dalle regole del simulatore VSK5, nella  quale ciascuno skipper acquisirà un punteggio non superiore a 0.49 e soltanto i primi due skipper di ciascun sindacato contribuiranno  con i loro piazzamenti all'aggiunta di tale punteggio ai punti  che saranno conquistati nella fase eliminatoria.
5.2 Non sarà possibile elevare alcun tipo di protesta al comitato di regata in tale regata d'apertura.
5.3 La cancellazione delle penalità è consentita. Spetta a ciascun singolo skipper, valutando la correttezza della penalità inflitta all’avversario, decidere per la cancellazione o meno. La mancata cancellazione della penalità non deve essere considerata scortesia.
5.4 Se prima della fase finale dovesse presentarsi comunque una situazione di parità tra due sindacati varrà l’esito dello scontro diretto. Se anche lo scontro diretto sarà pari, si effettuerà un match race secco di spareggio .

6) Fase finale :

6.1 La fase finale ad eliminazione diretta avrà una durata di circa 3 settimane.
6.2 I primi 4 equipaggi (o i primi 2 equipaggi di ciascun gruppo , in caso di formazione di 2 gruppi) accederanno a questa fase  e si scontreranno col criterio dell'eliminazione diretta al meglio delle 7 regate

7) Iscrizioni :

7.1 Le iscrizioni dovranno essere inviate alla mailbox = organization_hc08@vskitalia.com , entro le 23:59 di lunedì 24 Marzo 2008. Oppure postate nel forum di www.vskitalia.com , alla sezione " Forum Eventi - Events Forum > Horus Cup 2008 > Iscrizioni - Registrations".
7.2 Nella domanda dovrànno essere specificati:
* Nome del sindacato
* Nominativi degli skipper aderenti
* Nome ed e-mail del capitano . La e-mail del capitano verrà considerata come indirizzo ufficiale di riferimento per le comunicazioni col sindacato.
7.3 Il capitano del sindacato ha il compito di trasmettere le proteste al comitato di regata secondo le modalità che saranno descritte nelle istruzioni  di regata .
7.4 Qualora uno skipper si dovesse rendere responsabile di azioni non adeguate alla correttezza generale, il comitato organizzatore inviterà il responsabile di Sindacato ad allontanare lo skipper colpevole.

8) Regolamento :

8.1 Saranno applicate le regole ISAF (regolamento di regata 2005-2008) nonchè l'appendice C (regole per il match race) modificate, ed implementate per l'uso del simulatore VSK5 e messe a disposizione dei partecipanti prima dell inizio della manifestazione.
